Overview
Project HOPE-Virginia is Virginia’s implementation program for the Education of Homeless Children and Youth under the McKinney-Vento Act. Administered by the College of William & Mary’s School of Education, and supported by the Center for Implementation and Evaluation of Education Systems (CIEES), Project HOPE-Virginia champions educational rights and opportunities for homeless children and youth.
Such a critical mission requires a comprehensive engagement strategy. CIEES and TechArk collaborated with the Project HOPE-Virginia team to rapidly deploy a new brand, a website, an eLearning solution, and awareness-generating assets to engage the school system and community at large.

Branding & Design
A brand developed in the College of William & Mary University colors reflect themes of childhood, education, and support. A branding toolkit—from business cards to PowerPoint templates—along with impactful conference materials and brochures, has equipped the client’s in-community advocacy efforts.

Website Development & Maintenance
A custom-designed, scalable website was built on the WordPress CMS to support the client’s ongoing content development and deployment needs. It ensures seamless accessibility across all devices, supports increasing content and user traffic, and allows for efficient content management.
A keystone feature of the site is Project HOPE-Virginia’s McKinney-Vento Liaison program, which plays a crucial role in supporting students experiencing homelessness. The website includes two key features designed to facilitate the work of these trained educators:
Public-Facing Liaison Search Feature
This feature allows families, community members, and school system representatives to easily find and connect with the designated McKinney-Vento Liaison in their area, ensuring timely access to support.
Liaison Training and Management Portal
A secure login portal helps Project HOPE-Virginia resource and equip their network of community Liaisons with gated training modules, messaging features, and a comprehensive database.
These features collectively strengthen the program’s outreach and operational efficiency, supporting the broader mission of Project-HOPE Virginia. Backed by TechArk’s 24/7 maintenance and support, the site remains mission critical for the Project HOPE-Virginia’s initiatives to foster community awareness, and drive outreach efforts.
Paid Advertising Campaigns
To elevate brand awareness among educators in Virginia, TechArk crafted a targeted LinkedIn Ads campaign. By building a precise audience based on job titles, job functions, and member skills, our efforts successfully introduced over 4,000 new users to the site within the first 30 days, with the ads being viewed by Virginia educators more than 223,000 times.
Organic Social Media Marketing
Compelling social media stories raise awareness about students experiencing homelessness and resources available through Project HOPE-Virginia. With services including content strategy, content calendar, post-development, management, and engagement tracking, TechArk helps to ensure a multi-lingual and omni-channel presence that is consistent and strategic across platforms month-over-month.
During the first quarter of working with Project HOPE-VA, our team achieved an exceptional 19.78% organic engagement rate across platforms including Facebook (11.99%), LinkedIn (19.71%) and Instagram (27.65%).
eLearning Solutions
TechArk combines high-quality video production with robust LMS software development to create engaging courses based on the eLearning development tools provided by CIEES’ subject-matter experts.
Learning Management Systems (LMS)
A customized WordPress-compatible learning management system (LMS) is the engine running Project HOPE-Virginia programs, maintained by the TechArk team.
To date, TechArk has supported the deployment of a comprehensive learning library with over ten videos and the support of multiple languages. These resources will be utilized by hundreds of school staff professionals and liaisons to learn about and get certified on the McKinney-Vento Act. The LMS in this gated portion of the site delivers high-quality video training, including certification and badging features. Integrated tracking and reporting tools ensure the necessary transparency and accountability for this grant-funded initiative.
Additional public-facing training videos, webinars and toolkits are hosted in a Learning Library on the front-end. Video modules feature quizzes and downloadable tip-sheets. These resources engage educators, liaisons, and other stakeholders in understanding and implementing the McKinney-Vento Act.
Video Production
Scripts, and on-screen specifications developed by Project HOPE-Virginia and CIEES are transformed into engaging course videos. Our team handles every aspect of the production process, from pre-production planning and selecting on-screen and voice-over talent to shooting, editing, and post-production. We deliver consistently high-quality content to meet the Project HOPE-Virginia’s high standards of excellence.
