Overview
The Virginia Career and Learning Center (CLC) is dedicated to bolstering the professional growth and retention of school mental health professionals across the state. As an initiative of the Virginia Department of Education Office of Behavioral Health & Student Safety (VDOE), this grant-funded program provides mental health professionals with resources, training and support.
The Center for Implementation and Evaluation of Education Systems (CIEES) first approached TechArk in 2020 to develop a website with the support of a Virginia School Mental Health Grant. That successful first project has evolved into multiple projects within the Virginia Career and Learning Center. Today, TechArk’s technical expertise supports CIEES’ program management and grant goals with print and digital marketing, video development, and eLearning solutions.
With each annual renewal of the grant, program performance improves. Our platform and process effectively support the plans and goals to achieve retention, training, and recruitment objectives.

Website Development & Maintenance
A custom-designed, scalable website was built on the WordPress CMS to support ongoing content development and deployment needs. It ensures seamless accessibility across all devices, supports increasing content and user traffic, and allows for efficient content management.
The site includes resources, instructional modules, and job listings to support and advance the skills of these professionals.
Learning Center/Credential Hotspot
An eLearning center that’s frequently updated with new conferences and courses to help enhance professional knowledge. Many courses have quizzes with certificates that document engagement hours.
Position Listings
An online job center lists current job opportunities in Virginia for school counselors, social workers and school psychologists.
Resource Library
A searchable section of the site, indexed with content on timely and critical topics specific to School Mental Health Professional roles.

Social Media Marketing
Compelling social media stories promote job openings and online resources for school mental health professionals through VDOE. With services including content strategy, content calendar, post-development, management, and engagement tracking, TechArk ensures consistent and strategic messaging across platforms month-over-month.
Over an 18-month period, TechArk’s tailored approach generated over 4,989 page impressions and a 7.78% engagement rate. Additionally, social media engagement has led to a significant rise in website traffic.
Paid Advertising Campaigns
To enhance recruitment initiatives for school mental health professionals across multiple East Coast states, TechArk executed a highly targeted Google Search campaign. Our strategy resulted in a remarkable 325% increase in conversions in 2023 compared to 2022, alongside a 68% decrease in cost per conversion. These efforts have significantly expanded reach, driving 3,700+ users to the site through programmatic advertising.

TechArk combines high-quality video production with robust LMS software development to create engaging courses based on the eLearning development tools provided by CIEES’ subject-matter experts.
Learning Management Systems (LMS)
A customized WordPress-compatible learning management system (LMS) is the engine running the VDOE Career and Learning Center, maintained by the TechArk team. This system ensures consistent, high-quality resourcing for School Mental Health Professional while providing digital badging features for credentialing and robust reporting for transparency.
To date, TechArk has supported the deployment of 50+ training modules and 90+ hours of professional learning resulting in 6,800+ certificates awarded. This platform and the associated video modules have been leveraged by over 10,500+ users, 92% of whom say the CLC learning center has been helpful to their position!
Video Production
The goals, scripts, and on-screen specifications provided by CIEES were transformed into engaging course videos. Our team handled every aspect of the production process, from pre-production planning and selecting on-screen and voice-over talent to shooting, editing, and post-production. We deliver consistently high-quality content to meet the VDOE’s high standards of excellence.
